The Technical Services team plays a vital role in supporting the Council’s Planning and Building Control functions, providing the essential administrative, data management, and technical services that underpin effective and timely decision-making. The team is responsible for a wide range of functions, including application registration and validation, document management, street naming and numbering, land charges, and the monitoring of planning obligations such as Section 106 agreements and the Community Infrastructure Levy (CIL). As Technical Services Manager, you will oversee a large team, including five Team Leaders, ensuring high-quality, efficient, and customer-focused support across Planning, Building Control, and associated services. Reporting to the Senior Manager for Planning Services, you’ll lead on operational management, process improvement, and the development of digital and administrative systems that enhance performance, accuracy, and service delivery. You’ll also work closely with senior colleagues across the Inclusive and Green Growth directorate, including Development Management and Building Control, to ensure the seamless coordination of support services, contributing to the overall effectiveness of the Council’s regulatory and technical operations. Key priorities include: Leading, supporting, and developing Technical Services Team Leaders and their teams.Overseeing the validation and processing of planning and building control applications.Ensuring the effective management of land charges, street naming and numbering, and planning obligations.Implementing process and system improvements to enhance efficiency and accuracy.Promoting a culture of collaboration, quality, and excellent customer service. Who we are looking for… We are seeking a confident and capable manager with strong leadership, organisational and problem-solving skills, ideally gained in a technical or administrative management role within a planning service. You will bring energy, innovation, and a commitment to delivering excellent support services that enable the wider organisation to thrive. You will have a degree or equivalent qualification in Business Administration, Public Administration, or a related field, or demonstrate relevant professional experience. You will also bring: Proven experience in managing and developing high‑performing teams.Strong understanding of technical support functions related to planning, building control, or similar service areas.Proficiency in using digital systems, databases, and software applications for data management and service delivery.A track record of identifying and implementing process improvements that drive efficiency and accuracy.Excellent communication and interpersonal skills, with the ability to build effective relationships across teams and services.Strong analytical and organisational skills, with a focus on continuous improvement and customer service excellence.
